localhost has stopped working, I'm getting this message:

At about that moment I was putting something on GitHub via PHPStorm, also on Bitbucket, I was also trying to place something on free hosting (I tried various .htaccess files). I also had Total Commander running. Then I wanted to continue on localhost and it didn't work anymore - nothing works at all, it's not just one project. Now I have this in error.log:
