100 cpu usage httpd.exe Window Server

I have a dedicated server with Window server 2019 E3-1271 v3, 32 Gb RAM, I have two sites with wordpress using XAMPP, but having 100 visits in some of the two sites my server is it goes straight to 100% usage by the httpd.exe process, even having few and the consumption goes up to 50% and I don't understand what could be happening, I have read numerous articles about tuning or optimization, I put them into practice but nothing, my two sites have cache plugins, what can I do to solve this? Before I had a smaller server in performance and that didn't happen to me. What information can I put here so that you can help me? I am not an expert, I would appreciate some kindness in your answers, I am trying to learn
