Obviously you installed Xampp into the Desktop of User "office." That is NOT recommended and does not run as service. Services are executed by SYSTEM user which does not have sufficient rights to create files in the User space of other Users (like "office" User).

Deinstall Xampp and install it to c:/xampp as recommended.
