Xampp - MySql and Windows 10 error

If i click on data folder and choose properties, here i see checked read only.
I uncheck but i see that is checked again.

I give full rights to all users.
What is your advice?
Uninstall xampp and install again maybe on other partition than e?

Then it is maybe an understanding problem of windows visuals on your site.
Folders by default do always have a quare in the read only field.
A square does have a completely different meaning than a tick sign.
That dows in no way mean that the folder is read only.

I use xampp for more than 10 years, but with windows 7.
I spoke with someone that have windows 10 but old version of xampp.

To uninstall xampp and to install again? Better to use revo uninstall or simple default windows uninstall?

This problem is completely unknown to me, so i cannot give you a solution.

There are different things you can do:
- try to start and stop MariaDB in a different way (as Windows service or console application)
- reinstall the same XAMPP version
- try a different XAMPP version
- reinstall Windows

What is strange is that i start xampp, i visit my site, i login and when i click in plugins the example in WordPress or other page, mysql is like that the same in Joomla.
Maybe i can rise something in configuration like limits time, etc?

not as far as i know. It is very unlikely that MariaDB refuses to stop because of a limited time or ressource setting.

Register the service by clicking the red cross symbol next to the MySQL line in your XAMPP control panel.

How to start as console application you already done this in the first posts of this thread.
To stop a MariaDB console application you can simply close the Shell window.
