Admin button of XAMPP doesn't work

Theorically, "http://pc.local" is accessible for all computers, no ? And normally, the resolution of "pc.local" is made by chrome automatically in "http://pc.local", no ?

By example, I can call one mac very easily by default with the name "mac01.local" without "http://" from the windows pc chrome. The computer name of my mac is "mac01". And this works since more than 15 years ! I have even tried only "allo" in modifying the mac hosts file and I can call simply "allo" from windows pc chrome and it works ! But only the first time, it is necessary to type "http://" before "mac01" because all the browsers remember that the link has been made already.
