Apache error no Port 80 or 443 in netstat please help

I cannot get apache to connect and when I check my netstat I cannot find port 80 nor 443, I've enabled inboud and outbound permissons for the ports in firewall and I do not have any windows services using these ports or blocks on them, I cannot figure out why it wont connect can someone help? here is the error code.
