Launching Apache for first time

I changed Port 80 to allow inbound and outbound access. Also disabled Skype access to Port 80. None of these steps have prevented problem from starting Apache.

Receive these messages:

5:54:00 PM [Apache] Status change detected: stopped
5:54:00 PM [Apache] Error: Apache shutdown unexpectedly.
5:54:00 PM [Apache] This may be due to a blocked port, missing dependencies,
5:54:00 PM [Apache] improper privileges, a crash, or a shutdown by another method.
5:54:00 PM [Apache] Press the Logs button to view error logs and check
5:54:00 PM [Apache] the Windows Event Viewer for more clues
5:54:00 PM [Apache] If you need more help, copy and post this
5:54:00 PM [Apache] entire log window on the forums

No other applications were running as far as I know.

I am using the latest version available of Apache(8.0.9-0-VS16) in the XAMPP package. The log file does not print.

Could this be because I chose not to install PERL and Mercury? I just need Apache and MSSQL.
