Accessing custom domain from clients' devices over LAN

On a Windows host device (Static IP address: 192.168.0.150) a site with properly configured custom domain test.com is accessible by the domain name test.com and the IP address 192.168.0.150

On clients' devices (192.168.0.155 & 192.168.0.160) within the local area network the site is accessible by the IP address 192.168.0.150 only.

On host device, site.com was pointed to 192.168.0.150 in host file. A VirtualHost entry for site.com using port 80 was also properly created in XAMPP httpd-vhosts.conf file.

How to access the site using the domain name site.com on clients' devices (192.168.0.155 & 192.168.0.160) dynamically over a local area network? Shall I have to use local DNS server on host device to achieve it? What are the minimal configurations? How about https://technitium.com/dns/?

you need any type of domain name resolution. Either you are using a local DNS, or the clients hosts files.

Domain resolution by registering domain against specific ip address into clients' host file isn't a viable and realistic solution for a local network of some 50 devices. Using a local DNS should be the right choice in this case though android devices within the network require some special attention.
