Hello. Sorry my english...

I have installed the "xampp-windows-x64-7.3.28-1-VC15-installer" in a windows 10 (20H2 version and now updated to 21H1).

I need the Xampp to be used by a "standard user" on my windows 10. This user can't have any password of a windows administrator user.
But, despited he (the standard user) can't have administrator permissions on windows 10, we need he can access full services in Xampp.

And of course, we don't want to use "RunAsTool" (software to help to do this) because: 1- we don't want to install rubbish and 2- This tool needs that we input in the tool my admin password (of windows 10). Of course I give my admin password to nobody. And if I give somebody I would give it to a known company like "Google" or "Windows" (of course! this password is admin of Windows 10!) etc, not to an unknockledge people or "company" that creates a tool (but this is not the issue in this topic and the help I am asking about).

Of course, the windows 10 command, "runas", doesn't work. It doesn't give administrator's rights when running Xampp from the standard user of windows 10.

So... WTF about this issue with XAMPP!!!!????? No solution??! It would seem to me an incredible bug. But I haven't found any solution (and haven't found an "asking help") about this.

And also...
Why an open source like Xampp doesn't implement an option to input my admin paswd in Xampp so any standard user can execute the xampp-control.exe directly with admin rights? (just like RunAsTool does, but it needs to make a direct access that runs the runastool.exe and the xampp-control.exe both together).

Is Xampp just a software to be used only for administrators users?? Why this limitation??
It seems very ridiculious to me that even Xampp Web... documents help and Faqs doesn't mention, doesn't answer, about this issue. Like if this issue could not even exist! Just answering that this is not possible (now or etc) so people we don't need to spend hours, days, looking for a solution, for a way... My desperate about this "politics of xampp" has made me to disturb people in this forum with this topic. Just because Xampp not even mention it (not even explain it) at its web site, at its FAQ.

Well. Sorry but I became angry so many days spent with this.

Your angriness is useless. Let me try to explain why:

In most cases this should not be a problem. The control panel can be started without admin privileges, the applications in there can be started with normal user rights.
The only limitations are manipulations to windows services like registering a service. But that is not an XAMPP issue. Windows restricts access to services because they defined it is a administrative act (which in reallity it is indeed).
In some cases even starting an application listening/opening a new port may be restricted. That is done by third party security software which can prevent XAMPP components from starting.

Again, this is not a limitation of XAMPP but of the Windows 10 security policy. The User account control (UAC) defines some actions to be that risky, that they needs to be protected behind an enhanced administrator right.

Of course XAMPP cannot solve your problems you have with Windows. That is not a bug, that is a security feature implemented by windows.

Because it is not the responsibility of XAMPP to workaround windows permissions. And as told in most cases it is not even needed because normal users are often able to start Apache, MariaDB without admin rights.
And in the cases it is needed, it is by design. The system administrator or company want to restrict that access than.
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!
