php file exist check ok, file link fail

I have set up a php page on my Xampp folder, first to check to see if a file exists on a thumb drive (to insure the thumb drive has been inserted), and second to link to a file on that thumb drive. The file exists works fine, however I have tried everything I know to do an anchor link to the thumb drive, where clicking on that link just does nothing. I have tried both the anchor link and a form but neither works.

Considering the only way a php file will work, is on the documentroot folder of Xampp, and not on the thumb drive itself, the only solution I see possible is to link from the documentroot to the thumb drive, however I cannot get it to work.
