Here are the steps:

Make changes to the httpd.conf file
Open the httpd.conf file in the C: \ xampp \ apache \ conf \ folder using the notepad application.
Search for the word "Listen 80" and change it to "Listen 8080".
Still in the same file, look for the word "ServerName localhost: 80" then change it to "ServerNamelocalhost: 8080".
Then Save.
Next, open the httpd-ssl.conf file in C: \ xampp \ apache \ conf \ extra \.
Look for the word "Listen 443" and change it to "Listen 4499".
Still in the same file, and look for the word "virtualhost_default_: 443" then change it to "virtualhost_default_: 4499"
Still in the same file, look for the words "ServerName localhost: 443" and change it to "ServerName localhost: 4499"
Now run the XAMPP Contol Panel, then click Start on Apache. If a warning appears in the detail box at the bottom of "Apache started [port 80]", then open a browser and navigate to the address http: // localhost: 8080 / xampp. If successful, the Apache Web Service is running on port 8080.

This is not a port problem!
But maybe you just wanted to place your website url on our community, which is by the way the fasted way to get permanently banned here.
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!
