How do you know that this issue here is related?
If your car does not start, is there always one single reason and solution for this?

Well, at least you are trying to help.
But i cannot recommend trying to fix an undiscovered issue with a specific workaround.
It can help for specific issues like corrupted mysql database. But you haven't done anything to identify the specific issue.
This leads to beginner users trying to do your workaround where the issue doesn't match (like blocked port).

A better advice would be to identify the issue. The log does not give any hint for the specific issue, so the next step would be to trying to start MariaDB as console application. This can be done this way:

Try to start MariaDB as console application in XAMPP Shell with the following command and tell us what it responses.

mysqld --defaults-file=mysql\bin\my.ini --standalone --console
