Hi, I recently redid my whole website as first version was neither mobile nor tablet friendly. I then uploaded it into
htdocs under new name and tried to run php version. To my horror my home page elements were all over the place. I then tried html version of index file to same result. A message in php snippet had me uninstall that version of xampp and install newest one in its place. I'm still getting same result so I tried the index page in notepad++ and brackets to see how their preview looked but it was displayed fine in both of those.

Hi,

It is not XAMPP that messes up your screen layout for homepage. In fact positioning of html elements by css is done purely in the browser.
Maybe you did something that your css could not be read like referencing a css file which cannot be found by apache.
But you did the same mistake as always in your error report here in the forum: You did not gave as by far enough information to even guess your issue.

First things to do for you:
- Learn how to use the Google Chrome Web Developer Tool (Key F12 in your chrome browser). There is a network tab where you can load a webside and see if all requests are loaded successful.
- Look into your Apache error.log and access.log files. If you cannot read them, then show the contents to people who can read them like here in this forum
- If possible show us source code, maybe someone can see the problem there, or screenshots how it should look like and how it looks like now.

Short: Provide as much information as possible.
