Unable to access to apache & Mysql

Hi
When i click on the Admin buttons on the XAMPP control panel to start
Apache and Mysql i get a firefox blank page with the following message:

Unable to connect

Firefox can’t establish a connection to the server at localhost.

The site could be temporarily unavailable or too busy. Try again in a few moments.
If you are unable to load any pages, check your computer’s network connection.
If your computer or network is protected by a firewall or proxy, make sure that Firefox is permitted to access the Web.

I changed the Apache's port to 8080 for I iis10 is using port 80 and port 3306 to 3307 because mysql80 is using port 3306.
Both Modules are highlighted in green and also on the stat bar show green. Yet I can not access either.

You did change the Apache default ports.
Did you tell control panel what the new ports are?
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

All I did is on the address bar enter localhost:8080.
Also in httpd.config i changed the port 8080 & in my.ini i changed it to 3307.

I think it has to do with the root folder.

The control panel is generatung urls. To do this properly it always needs to know which ports are setted. Otherwise the Admin buttons will generate the wrong urls.
There is a section in the xampp config for ports and service names.
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

is there another config folder other than the one on the control panel that i have to look for?
can you give me the directory path please. thx.

P.S.: The control panel needs to be started with enhanced administrator rights (rightclick -> run as administrator) to save the new settings

I change the main port to 8080 and and ssl port to 8013. It looks like it is working.
