Improper Error Handling

hi every one,,,
i want to hide error details from users
i try this in php.ini

display_errors=off
error_reporting=E_COMPILE_ERROR|E_RECOVERABLE_ERROR|E_ERROR|E_CORE_ERROR
but still errors display to users until restart XAMPP

how i can solve that

I know, but this issue seems to be a pure phprunner issue.
