ComicControl and XAMPP

Does anyone know if you can use XAMPP to build a site offline with ComicControl? I've used XAMPP before to build a Wordpress site while I was offline, but I'm hoping to be able to use ComicControl in place of Wordpress.

I'm looking at ComicControl's directions for getting started (http://www.comicctrl.com/getting-started) and when I get to the uploading ComicControl to your host so you can use it, I'm not seeing how to make this work with XAMPP.

Is this my lack of experience with this stuff, or is it not possible? Any help is greatly appreciated!

You can simply copy the files to the right place. The difference to a live hosting server is that you have full access to your system. So no need to use a FTP connection.
