Need help with External Ips-MySql/PhpAdmin

Hello,

Ive tried researching how to allow for remote control of Mysql/PhpAdmin & haven't found a solution. Ive got a listener that runs on a separate VPS & Xampp runs on another. What I am trying to do is have my listener connect to MySql, not locally but remotely. Sorry, I am unsure If I am explaining this well. Every time it connects to mysql, I get the message, "Host 'v-MYIP.unman-vds.inap-dallas.nfoservers.com' is not allowed to connect to this MariaDB server". Ive got no problem running it locally, but trying to connect to another VPS entirely wont work. I am sure their is a solution but havent found one yet. Please assist.

Actually never mind I figured this out.
