Problems with public IP when running xampp

Hi guys, I come to ask here to see if you can tell me what may be happening, the topic is:

If I run xammp on a private network, I can work without problems, but if I run xammp on a public network (router 4g) after a while the computer crashes, what can it be? Hacking attempt?

It has happened to me several times, the problem I see that when I run xampp and put the public IP in the browser, I can access my localhost from any device and line.

Sorry, i don't understand this sentence.
Can you please describe much much more in detail what you are doing, which url you are requesting, which result you would expect, which result you get instead. Please provide any debug information you get (like Apache error.log, access.log, php_error_log, Browser error messages, etc).
