Is the file c:/xampp/apache/bin/httpd.exe existent?

No

Than your installation is incomplete.
You need to remove the entire xampp folder and install again.

I reinstalled xampp but still can't open Apache and MySQL.

Important! Because an activated User Account Control (UAC) on your system somefunctions of XAMPP are possibly restricted. With UAC please avoid to install XAMPP to C:\Program Files (missing write permisssions). Or deactivate UACwith msconfig after this setup.

That is NOT the same thing. You should deactivate UAC itself; instead you deactivated UAC not to notify. This is by far not the same.

That pop-up didn't pop upped this time.But I still can't start my Apache and MySQL.This is the log

We need the full control panel log. Especially the first lines can contain very valuable information about your issue.
