Your XAMPP control panel does have version 3.2.2 to be exact.
That does not tell much about the other component versions.

XAMPP is not able to update at all, so the only way is a complete reinstallation.
So backup all of your files and databases (most easy to copy the entire xampp folder to a different place)
uninstall the old xampp installation
install the new xampp version
restore all of your files and databases.
The internet shows many many instructions (even step by step instructions or video tutorials) how to do so.

No, we don't provide any instructions about that. Technically this is possible, but if you are able to update php yourself, then you are able too to install Apache, MariaDB, PHP, etc all on their own and configure them. At this point you don't need XAMPP any more which gives you much more control about the single components and even updating them.
