problems installing XAMPP on Win 10 Pro 1909

I have the all the latest updates for Windows 10 Pro bit version 1909 and have tried installing XAMPP and keep getting the same error that the file "C:\XAMPP\xampp-control.ini" can not be created. Access is Denied.
I have tried downloading the 3 latest versions and for each version running the setup as Administrator, I keep getting the same error. I run the uninstall program, delete the XAMPP folder and reboot before trying to run the setup as Administrator, for the different versions that I've downloaded. I also have turned off Norton's Auto protect each time before running the setup program.

Any suggestions
