xampp for win10 64bit slow response on port 80

I am tired to find solution for my problem on Google or on this forum, Please help me
xampp for windows 64bit (most latest stable or 1 step old version) both tried, on my windows 10 fully updated.
Xampp apache suddenly responding slow on Port 80, also not showing website in its right condition (if loaded)
tried many solutions
change in host file, tried to find IIS or World Wide Web service in Windows 10 Services etc... do this / do that, try this/ try that. everything un-useful. (nothing in error or access log as well)
Please help me why my Xampp (my Love) is slow on Port 80. my all Test websites are in survival stage. please help me.

Is it really Xampp, or is it WordPress or Joomla or any of these CMS? How can you measure that Xampp is slow? And which part is slow? Is it the PHP interpreter, is it MySQL Server, is it download speed of Apache or what?

its a localhost installation and only apache running no other Mysql etc... running, also no other service installed like wordpress jamula etc...
simple apache running from xampp control panel and localhost or 127.0.0.1 is slow very slow, anyother index.html created by me also slow.

Where is the Xampp folder? Which drive, which path?

Sorry, but thats not enough information, there is no general reason why Xampp should slow down.

what info you required.
installed folder C:\xampp (XAMPP Version 7.1.33) also tried new stable release too but same problem.
windows 10 Pro 1909
no skype installed no ISS installed.
I am running simple apache in xampp, no mysql or tomcat etc.. running.
I dont know why this happen. please help

if I change port 80 to anyother port, like 8080 then Apache runs like ROCKET.

Wild guess: third party security software

no antivirus of other security software installed accept windows 10 Defender and its firewall. ans also tried by closing both of them, still Apache slow.
