XAMPP 7.4.4-1 pdo_sqlite module not found

Hi, New to Xampp. Greatly simplifies manual Apache, MariaDB and PHP installations, which I have been learning about for a few weeks.
I have a fresh download on a machine which I am administrator. I am starting to use Xampp and other software for installing Apache leading to Cacti and SNMP device monitoring in radio telemetered field networks.
XAMPP starts Apache service fine. No errors in the XAMPP Control Panel. XAMPP is not loading pdo_sqlite module. This is the error log is from a fresh attempt to install on a clean C:\xampp default directory structure.

The pdo_sqlite extension is enabled in php_ini. php -m on a command line shows pdo_sqlite extension is loaded along with other extensions. I have tried setting a path to php_pdo_sqlite.dll from the php.ini file. I have also tried copying php_pdo_sqlite.dll to the Apache bin directory. The error log output will show the new path to php_pdo_sqlite.dll in apache/bin, but the error still says the "module cannot be found."

Update, xampp is not loading any of my php modules. The path to the modules is read, no matter how I set it, but no modules are found.
