[Tomcat] Tomcat Started/Stopped with errors, return code: 1

Hello--
I am new to XAMPP and am trying to install it on windows 10 64bit. all services start fine except {Tomcat]. below is an excerpt of the error I get. I was hoping someone would have mercy on me explain how I can overcome this error. I am sure it is something I have done wrong as I do not know much.

I am attempting to use Oracle JDK-13.0.2. is this version of java OK?

7:03:12 PM [Tomcat] Make sure you have Java JDK or JRE installed and the required ports are free

I have JDK insalled and the user variable Path is set.
C:\Program Files\Java\jdk-13.0.2\bin
can run the javac .
I also tried to add C:\Program Files\Java\jdk-13.0.2\bin to the system wide path but this did not help.

Any help would be most appreciated.
