The characters in the shell are incorrect, while in cmd they are valid. What's the cause? How to fix it?

They seem to use different codepage.
You can output the codepage with the command chcp (but maybe not in mysql context)

In earlier versions of XAMPP (3.2.3) coding was OK. The problem is in the latest version (3.2.4).

Result of the command action: chcp

I don't think this is a xampp control panel / xampp shell issue. The shell was not changed between these two versions AFAIK.

But it might by a Mariadb charset issue.
If you are logged in into maraidb from the shell, what is the output of your two xampp installations of the command "status" ?

As you can see all the charsets are set to utf8mb4. That is the reason you get this output.
Your MariaDB CLI generates utf8mb4, but your cmd is set to codepage 852.

Did you change any charset values in your mariaDB configuration file?
The default output of the status command from my fresh XAMPP 7.3.11 installation is the following:

XAMPP is after installation with the default configuration. I didn't change anything. There was no XAMPP installation before - this was the first.
Installation from file: xampp-windows-x64-7.3.11-0-VC15-installer.exe

I created a database, imported data and structure from a file. The characters are displayed correctly in phpMyAdmin and cmd, whereas in shell they are not correct.

Thanks for posting the code lines, I was wworking with documents in Serbo-Croatian and getting the diacritics right was sort of annoying; now it's alright.
