Is there a way to set up apache to have a user to do a self password change - the users are on a local Windows 2019 server

I have a windows 2019 server it has local user since its a stand-alone
I want a way for user to be able to change there on passwords on this server.
I am thinking the best way to achieve this is via a web portal. user login in then they can change there own password

So what you want is to run a "net user" command line command with PHP. The biggest problem would be that this command needs to be run with elevated administrator rights.
