Apache stopped working - After upgrade to Windows 10 1903

I was running Xampp 7.3.6 and then i upgraded to Window 10 Pro 1903 from 1803. Apache in Xampp would not longer start.
This is my solution
In the Apache error.log I had the following which I could not see anything unusual.
In the windows event log I had:
After researching I came across this page (https://www.apachelounge.com/viewtopic.php?p=38154) where mdeggers was having a similiar issue with apache.
So i got the latest version of Xampp with Apache 2.4.39 and PHP 7.3.8 and tested that it worked on my PC, which it did. I then proceeded to upgraded my Xampp to this version and now Apache is running correctly.
This looks like it is an inssue with Apache or PHP rather than Xampp.

MeSo2 at the end says "I had to reinstall Apache to 2.4.39 and PHP to 7.3.8, and that fixed it."
