I am mess up with the setting in xampp and end up with tons of errors, and i think reinstalling the best options to fix this but first i want to completely uninstall xampp so all data is removed from my computer, also the data in registry. Is uninstalling from Control Panel > Programs > Programs and Features enough to completely uninstall xampp and is there any left over file that i need to remove manually ?

I am using xampp 7.3.8-0-VC15 with windows 10 pro 64 bit

Depends. Did you already set any windows services in the control panel? Then you need to unregister them first.
Did you use the installer version? Then there might be an Uninstaller you can run.
XAMPP did not touch a system really much, Uninstaller and windows services are the only parts an installation should set in the registry.
Besides this you can simply delete the xampp folder.

I use installer, i don't think i ever set anything in windows server in CP, how to check it?
Does uninstaller also clean registry?

I just read another thread about 7.3.8 showing too much errors and i have same problem like this. If i want to use previous version, can i just install it after i do clean install?

Easiest way would be to start the control panel with elevated administrator rights (rightclick -> run as administrator).
If you have any green tick icons next to any of the single applications, than you have set a windows service for them.
If you have only red crosses you are fine.
