Some additional info. I accidentally shutdown the Apache server while I was logged into phpMyAdmin. Adding skip-grant-tables in my.ini no longer worked to allow MySQL to launch. So I replaced this file: multi-master.info with the backup multi-master.info file and MySQL successfully launched.

Note: On average I have to replace the multi-master.info file every 3-6 days to get MySQL to launch.

This issue is still there in 2022 with most current version of xampp release. Did anybody find fix for this?
