“404 not found” for other computers on the network

I'm running XAMPP on one of the computers on the network to host a website for other users on it and it has been working with no problems for a long time.

Now all of a sudden when other people try to open up the hosted website, they would get a 404 error "the resource is not found". It's weird because they would be able to open the pages some times and then they try again and it would give them the error, then refresh again and it works again and so on. So it basically keeps coming on and off. It also seems that on some computers the website works for more time, and on others it almost always displays the 404 and you have to be really persistent to open it.

I can open the website trough the browser on the PC that XAMPP is running on with no problems and I never get the error message. However I noticed that when I try to get to it through localhost, the error pops up for me as well. Also, it seems that even if I stop Apache from the XAMPP control panel, localhost still seems to show the same thing (as opposed to opening it trough the website name, which will then give a "refused to connect" error.)

I tried changing the ports Apache is running on, but it didn't seem to change anything. I also tried to run netstat to see what might be blocking the ports, but didn't see anything doing so. I also tried installing a new XAMPP and running it on different port, but still no luck.

I'm very puzzled by what may the issue be, any help would be much appreciated.
