how enable perl?

hello, i view this tutorial, https://www.techwalla.com/articles/how-to-configure-perl-in-xampp

but i go to "\xampp\apache\conf\extra" i can't find the file "httpd-perl.conf"

PERL is activated by default and will parse all .pl scripts which are inside Apaches DocumentRoot or other folders which are configured to execute CGI scripts.
There is no extra perl configuration file needed.

The tutorial you are following seems to be pretty old.
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

Why did you install that mega super old Xampp 1.7.7? There is no support for the super old installation any more. You should download a new release instead.

what? i have the last version installed "7.3.3-1"

"Provded Xampp Web Server 1.7.7 is not suitable to update/upgrade your version of Xampp..."???

There is also an error message, that Apache is already running on Port 80 and on Port 443. Seems you have installed more than one Xampp on your PC?! Anyway, something is wrong with your PC/Xampp, find out what is wrong.

Where does this OCS installation come from?
Seems like this installation is not compatible with the XAMPP environment
