Read the text in the browser tab line. What do you see there?

Then you should get paid support. ASAP is not the way we provide help here.

I am not asking for 'ASAP support" im just saying we want this up ASAP so any help would be nice sooner rather than later (sorry if I ruffled any feathers)

I am also new to this whole shin-dig; upon my reading the URL again & checking under "detailed Error info" I copy/paste the "requested URL" and it redirects me to this same page (just without the :80) and throws the same error page back.

Again, im sorry for saying the wrong thing or anything, were just trying to get this server online and any help would be nice.

I just wanted to mention that this is an IIS error page. So obviously there is still an IIS running on port 80 nonetheless you have tried to turn it off.
If port 80 is blocked by another application like IIS Apache is not able to start. How did you try to turn IIS off exactly?

Launched ISS, went to the application window and clicked stop

then the same page had "this site cannot be reached"

Okay, so I think I figured it out of re-reading what you mentioned Altrea, Apache did not "start" on XAMPP, I went and turned offf ISS on the main page and started Apaache and it worked.

Thanks for the help :)

Great :D You are welcome.

If you do not need IIS at all you can safely remove this feature from Windows Server 2016.
