Apache server bypass to network

I had previously installed Enterprise Db and port 80 was in use. Logged in as network admin and Xamp bypassed that port and ran apache on the local network port instead. Is this extremely unsafe in general or just if there is a "hacker" with malicious intent using my pw protected network? I know changing the default password's is probably the key. I feel dumb posting this but I'm just hoping that knowing that I'm just learning about running a local server environment and I just used php for the first time and it worked on the site i'm working on!, I'm new so please don't judge me?
