I installed SP1 wfor Win 7Ultimate, latest .NET framework 4.7 and missing dll that was precondition to install .NET. I also delete some Visual C++ 2008 Distribution... packages and installed Visual C++ 2015. I checked firewall although my previous version of XAMPP worked flawlessly. Port 80 for Apache was open and service enabled.
I found out that Branch cache was using port 80. I deleted that entry from firewall and Apache started successfully. After reboot I performed chkdsk and XAMPP works for now smoothly.
Previous version of XAMPP with PHP 5.6.30 worked flawlessly without all of this hassle.

Maybe someone will find useful my solution.
