Hi I keep receiving this error and have not been able to figure it out and was wondering if anyone was able to help.
I feel like its something simple I'm missing but I'm not sure.

MySQL said: Documentation
Cannot connect: invalid settings.

mysqli_real_connect(): (HY000/2002): No connection could be made because the target machine actively refused it.

phpMyAdmin tried to connect to the MySQL server, and the server rejected the connection. You should check the host, username and password in your configuration and make sure that they correspond to the information given by the administrator of the MySQL server.

Why did you tell phpmyadmin that the password for user "root" is "root" as well? Xampp does not come with a password for "root", it should be left empty. Why did you change config.inc.php?
