XAMPP no longer needed for website dev on localhost?

I have been updating my X-Cart based web site, and up until now I required Apache and MySQL to be running in XAMPP so that I could access the development site on localhost. But with the most recent X-Cart upgrade I was surprised to find that I could access the site on localhost without XAMPP running. How is this possible?

Dont ask Xampp, ask XCart.

Sorry, but I made this post in the mistaken belief that closing the XAMPP control panel also terminated the Apache2.4 and mysql services. That is not the case.
