Be Sure You Installed Window Version Xampp, Especially Version 5.6.31 Or Version 7.1.31.

download from : https://www.dll-files.com/api-ms-win-cr ... 0.dll.html
extract file and copy to C:\Windows\System32
then restart your pc.......
