Blocked port, missing dependencies

Error: Apache shutdown unexpectedly.
20:52:15 [Apache] This may be due to a blocked port, missing dependencies,
20:52:15 [Apache] improper privileges, a crash, or a shutdown by another method.
20:52:15 [Apache] Press the Logs button to view error logs and check
20:52:15 [Apache] the Windows Event Viewer for more clues
I followed a tutorial that changed the httpd.conf to 8080 and then httpd-sll.conf to 4433 but it still comes up with the same error.
