I installed XAMPP(Apache and PHP) .Installation performed succesfully ,but Apache don´t start .I didn´t try PHP .I want execute program written in HTML with PHP fragment .
After start Apache appeared in log Windows message „XAMPP control panel wrote:XX:XX:XX [Apache] Port 80 in use by "Unable to open process" with PID 4!“ and rectangle Apache did not change color .
XAMPP version number 7.2.6

Configure HTTP.sys to only bind to IPv6
I performed „netsh http add iplisten ipaddress=::“
Not help .
I tried alsoo „netsh http add iplisten ipaddress=::1“
Not help .
I added to host file line „localhost 127.0.0.1“
Not help .
I performed Reconfigure Skype not to use Ports 80 & 443 as Fallback.
Not help .
But after this changes changed log Windows as that :

Under label PID(s) appeared various numbers ,under Port(s) appeared 80,443 .Also Config>Service and Port Settings give
