error connecting to database...

i have an issue with xampp... for many year i was running an app written on php with xampp version 1.8.3... now i got a new machine tried to install xampp (last version)and my app but i get the error (error connecting to database... a connection attempt failed because the connected party did not properly respond after a period of time). as the application is running fine then i get this error, if i refresh the page maybe it goes away...
i done my search on the internet and i have already tried:
1) to downgrade xampp from php 7 PHP 5.6.36
2) host file change it from localhost to 127.0.0.1
any suggestions??
