403 Access Denied Problem

OK, I'm new to XAMPP, trying to figure this thing out. I've created a virtual directory in my XAMPP folder however, when I try to load it in a browser I get 403 Access forbidden error. I followed the directions in the documents exactly but didn't work. Is there something I'm missing in the setup process ?

The Error:

Access forbidden!

You don't have permission to access the requested object. It is either read-protected or not readable by the server.

If you followed all directions in the documents (which??) exactly, these documents seem to be wrong. Or you are wrong and did not follow exactly, but only believe so.
