Cant start apache

When I click on the start button next to apache I get the error shown in the attached image. How do I fix this?

When I click on the Apache start button, this is the pop up I get.

The program can’t start because api-ms-win-crt-runtime-l1-1-0.dll is missing from your computer,

Why is this error popping up, it didnt last time I installed xampp. The error is saying Im missing the dll. Where do I get it from or does it install as one of the windows updates, and if so what would it be called

Search fore "Update for Universal C Runtime in Windows" and install.

i did that, didnt work. Says this update is not applicable to your computer. I downloaded the bundle for win 7 64 bit.

Search for the dll on Google, there are a lot folks with the same problem, and even some youtube video's how to fix it. Else i dont know.
