XAMPP 7.2.4 and openssl

I just begin to use XAMPP 7.2.4 on windows8.1(64bit) and find libssl-1_1.dll strange.

Whats wrong?
Should I use

https://indy.fulgan.com/SSL/Archive/Experimental/openssl-1.0.2o-x64-VC2017.zip
https://indy.fulgan.com/SSL/Archive/Experimental/openssl-1.1.0h-x64-VC2017.zip

or anything like these?
