I do not know much about that control panel but if you have xampp installed in program files, it's going to need admin to write to that ini file. Even the more unprotected parts of the hard drive Windows 8/10/Server 2012/2016 seem to be more particular than Vista/7/2008 were. You may just want to change permissions on the folder the control panel is stored in so at most a select group of users have more rights, of course you'll have to be admin to do that.

Xampp-control.ini for some reasons become 'read only'. Just change it to 'full controll'.
