Clean install sets column_stats wrongly

A new install on Windows 10 using xampp-win32-7.2.3-0-VC15-installer sets the two columns min_value and max_value in table column_stats to the wrong type (varchar instead of varbinary)

This results in MySql errors when inserting new users

'[ERROR] Incorrect definition of table mysql.column_stats: expected column 'max_value' at position 4 to have type varbinary(255), found type varchar(255)'

mysql_upgrade sorts out the problem

No big deal, but just seems a little odd that a new install should immediately require upgrading
