Apache complaint about port 80 blocked

Sorry, I'm sure this is a well-worn topic.

Apache had been working fine, as part of my XAMPP distribution. Then, it started to complain about port 80 being blocked. I've copied the log, further below. The PID it is complaining about, however, is for netsvcs - and there are no less than 13 spawned processes that share that PID:

How can I tell which is the offending process?

I think its due to "BITS - Background Intelligent Transfer Service" which is a Microsoft Service for downloading Updates. I have no idea if this runs temporarily only or permanently, if have no idea if you can stop it etc., but it is known to use the HTTP protocoll and Port 80/443 for the service. I wonder that your PC uses BITS, due to the documentation BITS is not delivered by WIndows8.

On some instances i found very vague hints for a virus or a trojan, maybe you should check your system?!

I terminated BITS. Same problem. I run Symantec Endpoint AV on my computer, and it has no complaints - I ran a scan anyway, nothing malicious noted.

Does anyone have any ideas how I can pinpoint which Windows process has latched onto port 80?

Windows service that provides tunnel connectivity using IPv6 transition technologies (6to4, ISATAP, Port Proxy, and Teredo), and IP-HTTPS. If this service is stopped, the computer will not have the enhanced connectivity benefits that these technologies offer.


It never used to block port 80. Now, to investigate how I can get it to stop - without disabling the service.
