Download Speed is too slow

I'm running a Windows Server 2008 R2 with Apache 2.4.25.

The server-machine has an upload speed of 250 Mbit/s.

For some reason I can't get download speeds higher than 3 MB/s. My home internet has 100 Mbit/s Download and I only reach like 1,5 MB/s while other download platforms work fine.

I found many users on the internet with the same problem. I tried to apply all their fixes but none really worked.

Here is what I tried:

SendBufferSize to 1 MB, or more
EnableSendfile Off
Create DefaultReceiveWindow and DefaultSendWindow registry entries (I tried different values here)
Small additional Info: When I use nginx the download speed is great (full speed). So it's probable a apache problem..

If in config u have localhost, try change with 127.1.1.1
