Access denied

I access phpMyAdmin with a user name and no password. (When I use a password I previously created I get Access denied #1045 for user [name] using password YES.)

Under the Databases tab I can't find databases I thought I had started, only two (called information_schema and test).

Trying to find or create another database I see:
errors #1044 (access denied) and #1007 (already exists)

In the file config,inc.php in phpMyAdmin I have:
['auth_type'] = 'cookie';
[AllowNoPassword'] = true;

Are there configuration or ini. files I need to check or change? What are their folder and file names?
