Filezilla and Permission Denied

Im using XAMPP 3.2.2 and im trying to host a FTP directory to host downloadable files. Im trying to get it working with a program called Arma3Sync and I followed all of the instructions on this video

but every time I try and connect from my client I get "550 CWD Permission Denied", I tried running XAMPP and Filezilla as admin, restarted my server, disabled windows firewall and nothing has worked so far.
