"localhost refused to connect"

I have recently installed Xampp, so that I can work offline to create websites. When I first installed it with WordPress, I could access the wp-admin dashboard, upload themes etc. However when I try to access the same page, when connected to the internet or offline, it just display the page:

This site can’t be reached

localhost refused to connect.
Search Google for localhost admin
ERR_CONNECTION_REFUSED


I uninstalled it and then installed it again, and it worked. But then the next time I logged onto my computer, it repeated with the same message/problem...

I really want to get this working as it had previously, please help with any feedback/ suggestions?!
